
Maria (Mari) Alvarado, MA Ed.
CHAIR
Mari grew up in Yuma in a Spanish-speaking environment. After graduating from Yuma High School in the top 10% of her class, she proceeded to earn a master’s degree in education from Arizona State University. Mari taught 4th grade for 17 years in a central Phoenix School District, before advancing into teaching adults at several higher education institutions in Arizona.
At another central Phoenix school district, she was elected and served as a governing board member for eight years. Mari is active in the community advocating for Latina/Indigenous Women's rights and issues impacting this group. Family, faith and work are among the values that are the foundations of her daily life.


Maritza Lynn Higuera
Commissioner
Maritza Lynn Higuera was born in Tucson, Arizona and raised in Nogales, Sonora, Mexico. At 18, she returned to the United States with one goal—to become an educator. She arrived not knowing English, worked her first job at McDonald’s, and learned the language through dedication and persistence. That journey shaped the foundation of her career as an educator, author, and community leader committed to service.
For more than two decades, Maritza devoted her professional life to Early Childhood Education through the Head Start program. Beginning as a teacher aide in 2004, she advanced to classroom teacher, site supervisor, health and nutrition specialist, and ultimately Health and Nutrition Coordinator serving four counties. Her work was centered on supporting families, improving access to resources, and ensuring children had the foundational tools to succeed.
Her commitment to community continues far beyond the classroom. Maritza currently serves as a Board Member at Large for PPEP, Inc., where she champions education, workforce development, and opportunities for rural communities. She is also an active member of Rotary International, collaborating with leaders to support humanitarian service and community development.
As President of the Honoris Causa International Federation (Arizona Chapter), Maritza has strengthened educational and cultural partnerships across borders. Her leadership has earned recognition at the Mexican Senate for her contributions to literacy, cultural exchange, and community empowerment. She also collaborates with international networks such as CREA LatinX and Más Latinoamérica, helping foster global connections in education and entrepreneurship.
Maritza and her husband co-own the M&M Family Orchard Educational Ranch, a space designed to bring families together through agriculture, culture, and hands-on learning. She also supports her husband’s nonprofit, Public Safety Global Alliance, which provides lifesaving equipment, training, and educational support to first responders in regions with limited resources.
As a bilingual children’s author, Maritza writes stories that celebrate resilience, culture, and the everyday heroes who shape our communities. One of her books became a worldwide bestseller, bringing recognition to Southern Arizona and pride to families across the border region.
Family is at the core of her work. She is a proud firefighter’s wife and mother of four children who are deeply involved in their community. Her oldest daughter graduated as valedictorian from Rio Rico High School, now attends Arizona State University, and serves in the Arizona National Guard.
From her beginnings as a young woman learning English while working her first job, to becoming an educator, nonprofit leader, business owner, and award-winning author, Maritza’s life reflects the values of perseverance, service, and community. Her work continues to build
bridges across cultures, support families, and expand opportunities for the next generation.
